Bezpośrednio i pośrednio stymuluje egoizm, materializm, indywidualizm i cynizm. Typową cechą społeczeństwa komunistycznego jest jego zastój. Stan dynamicznej, postępowej równowagi we wszystkich aspektach.
High crime. Wykluczenie społeczne dużych grup ludności skazanych na nędzę i uwikłanych w uzależnienia od środków odurzających. Podział społeczeństwa na klasy według stanu posiadania. Wzajemna rywalizacja i wrogość w różnym nasileniu. Skrajna komercjalizacja każdego aspektu życia. Bogactwo uzyskane przez wyzyskiwanie innych klas społecznych, krajów Trzeciego Świata i przyrody. Pozytywne skutki powszechnego zapewnienia minimum socjalnego są niweczone przez ideologiczny dogmatyzm, wszechwładzę biurokracji, ograniczenie swobód obywatelskich i represje a także ucisk społeczeństwa przez rządzącą elitę. Stagnacja tego typu prowadzi do zezwierzęcenia egzystencji człowieka. Podział społeczeństwa na klasy według afiliacji politycznych. Powszechny alkoholizm, dekadencja, poczucie bezradności. Stan wszechstronnego dobrobytu i postępu. Według Teorii Postępowego Użytkowania w ciągu 15 000 lat historii ludzkiej cywilizacji nie istniało jeszcze społeczeństwo godne swej nazwy, lecz nadchodzi czas, aby je utworzyć, dokonując wyboru między drogą ku samozagładzie a zupełnie nową, postępową formą uniwersalistycznego społeczeństwa. Rozwój takiego społeczeństwa jest celem ruchu PROUT.

Oparty na materializmie i indywidualizmie. Ponieważ w społeczeństwie komunistycznym wszystko jest narzucone odgórnie, obywatele nie mają motywacji, aby angażować własne talenty na rzecz wspólnego dobra. Jedną z typowych skłonności ludzkiego umysłu jest dążenie do ciągłej ekspansji. System PROUT chroni przed wyrażeniem się jej w ślepej uliczce pogoni za gromadzeniem niezliczonych dóbr materialnych, zamiast tego inspirując każdego do osiągnięcia subtelniejszych poziomów istnienia, gdzie te nieskończone pragnienia można właściwie zaspokoić.
Każda osoba ma prawo zgromadzić dowolnie wielkie bogactwo fizyczne i dowolnie nim rozporządzać. Za pieniądze można kupić szacunek. W takiej sytuacji umysł stale skupia się na obiektach fizycznych (materialnych), ulegając degeneracji, podczas gdy oparta na rywalizacji struktura społeczna stymuluje w ludziach egoizm a pośrednio także chciwość. Zasoby i bogactwo materialne ulegają ekstremalnej koncentracji w rękach nielicznych, skutkiem czego bogacą się oni jeszcze bardziej, degenerując i zatracając człowieczeństwo w ślepej pogoni za szczęściem, które ma im rzekomo zapewnić coraz większy stan posiadania.

Tymczasem stale ubożejąca reszta społeczeństwa, zmuszona do nieustannej harówki i troski o zwykłe przetrwanie, zwyczajnie nie ma energii na żadne wyższe czy szlachetniejsze zajęcia, przez co degeneruje się również, tracąc swoje ludzkie atrybuty. Wiele osób ucieka się więc do wyzyskiwania innych, działań przestępczych, narkomanii, prostytucji czy innej działalności antyspołecznej.

Skutkiem tego wykształcają w sobie cynizm i nihilizm. Stają się apatyczni, a ich umysłowość zatraca naturalną błyskotliwość, ograniczając swe funkcje do poziomu najprostszych, zwierzęcych instynktów.

Przez zapewnienie wszystkim zaspokojenia potrzeb materialnych oraz stworzenie optymalnego środowiska do wszechstronnego rozwoju osobowości każdego człowieka umożliwia społeczeństwu osiągnięcie poziomu duchowego. Ponieważ prawdziwym celem życia jest osiągnięcie stanu najwyższego szczęścia płynącego ze zdobywania coraz wyższych poziomów duchowej świadomości, system zbudowany według Teorii Postępowego Użytkowania (PROUT) — przez optymalne pogodzenie dobra jednostki z interesem społeczeństwa oraz aspektów wewnętrznych z zewnętrznymi, przyziemnymi realiami życia — pozwala Człowiekowi osiągnąć najwspanialszy duchowy poziom istnienia, rzeczywiście godny istoty ludzkiej. Dawni adepci nauk duchowych, mędrcy, święci i jogini,dążąc do poznania najwyższej prawdy, opuszczali społeczeństwo i chronili się w odosobnieniu. Celem Teorii Postępowego Użytkowania (PROUT) jest zbudowanie społeczeństwa, w którym funkcjonować mogłyby nie tylko osoby podążające ścieżkami duchowego rozwoju, ale też każdy obywatel mógł swobodnie rozwijać wszelkie talenty i aspekty osobowości.
